Cats don't like citrus so lemon or orange peels will put them off - even spritzing lemon juice or using a lemon scented cleaner around the boxes will help. Also - you can make it a less desirable digging place if you use pinecones or heavy bark type mulch. Or you can be really sneaky and put a layer of hardware cloth around the plants and then another layer of dirt on top, so you can't see it but the cats can't really dig as they'd like.
